Before upgrading to a town, you must have a written town charter. It's fairly easy to do. Simply craft an unwritten book and begin writing! The town charter needs to contain:
- Town rules
- Acceptable building materials (only if there are building restrictions)
- Information on how to join the town
- Information on how to leave the town
- Your definition of inactivity (how long does the player need to be inactive before you will move his/her build?)
Once it is written, have it approved by either Otter or Z, then set to work on making copies and making them available to visitors who may be interested in joining.
